Welcome and thank you for your interest in applying for certification with The Port Authority of NY & NJ. We administer the following certification programs:
Minority and Women-owned Business Enterprise (MWBE)
Small Business Enterprise (SBE)
Disadvantaged Business Enterprise (DBE)
Airport Concession Disadvantaged Business Enterprise (ACDBE)
Service-Disabled Veteran-Owned Small Business (SDVOB)
The Port Authority of New York and New Jersey ("Port Authority") has a long-standing policy of making its business opportunities available to as many firms as possible and has implemented initiatives to encourage firms owned by minorities, women and service-disabled veterans to seek business opportunities with the Port Authority.
As part of this policy, the Port Authority operates a Minority Business Enterprise and Women-owned Business Enterprise ("MWBE") Program, Small Business Enterprise (“SBE”) Program and a Service-Disabled Veteran-Owned Business (“SDVOB”) Program, all of which have certification requirements and procedures designed to conform with the law and the agency’s own internal policies. The Port Authority’s programs are independent from any state or municipal programs of a similar nature, and are not subject to the rules or regulations governing those other programs, unless otherwise expressly provided. The Port Authority's Office of Diversity & Inclusion, Business Diversity and Civil Rights ‘BDCR’ administers the Port Authority MWBE, SBE and SDVOB policies, including the certification programs. The Guidelines for certifications are issued by BDCR or its successor unit to assist in the implementation of this program and are not Rules or Regulations of the Port Authority, as defined in the By-Laws of the Port Authority.

Once certified as an MWBE or SBE, a business is eligible to participate in our supplier diversity program, which offers unique opportunities for qualified firms such as set-aside contracts and vendor price preferences on commodity and operations services. Subcontracting opportunities are also available for MWBE firms in various procurement categories.
The Port Authority is a certifying partner in both the New York State and New Jersey Unified Certification Programs, and as such, certified DBEs have subcontracting opportunities on federally funded projects in both New York and New Jersey. Our international airports offer retail opportunities to certified ACDBEs.
If your firm is a new MWBE applicant, we offer a one-stop certification application process in collaboration with Empire State Development, Division of Minority and Women’s Business and The New York City Department of Small Business Services, Division of Economic and Financial Opportunity. Please fill out their respective addendums when prompted in the document checklist once you have begun our MWBE certification application.
