Important Notice: DBE and ACDBE Program Update

Effective October 3, 2025, the U.S. Department of Transportation (USDOT) issued an Interim Final Rule (IFR) that immediately changed how the Disadvantaged Business Enterprise (DBE) and Airport Concession Disadvantaged Business Enterprise (ACDBE) Programs operate nationwide. Additionally, the IFR required existing certified firms to be reevaluated to meet the new criteria.

DBE/ACDBE firms in the directory have been reevaluated and recertified.

What This Means for DBE/ACDBE Goals:

• • DBE/ACDBE certified firms cannot be counted toward goals until the updated goal setting process is complete.
• • The Port Authority of NY and NJ (Port Authority) is in the process of updating its DBE/ACDBE goals to restart the program.

Next Steps for DBE/ACDBE Firms:

1. 1. Firms certified prior to October 3, 2025 with the Port Authority that did not complete the reevaluation process:
1. 1. Submit a reevaluation application, including a Personal Narrative (PN), a current Personal Net Worth (PNW) statement, and other supporting documents to be reevaluated.
2. 2. Visit Participate in Our Supplier Diversity | Port Authority of New York and New Jersey for additional resources on completing your PN and PNW.
2. 2. Firms recertified as part of the reevaluation process:
1. 1. Submit annual Declaration of Eligibility (DOE)* and all required documentation to support your annual update.

As a result, do not check any box to indicate membership in any of the socially and economically disadvantaged groups listed in paragraph 7.

3. 3. Interstate (outside the states of NY or NJ) DBE/ACDBE Firms:
1. a. Interstate DBE/ACDBE applicant firms must be certified in their home state/Jurisdiction of Original Certification(JOC), prior to being certified by the Port Authority.
2. b. Submit proof that you are currently certified by your home state/JOC.
3. c. Submit the required documentation with your Interstate application including the Declaration of Eligibility (DOE)*

1. a. Submit the Uniform Certification Application (UCA)* and include a Personal Narrative (PN), a current Personal Net Worth (PNW) statement, and all required documents for review.
2. b. Visit Participate in Our Supplier Diversity | Port Authority of New York and New Jersey for additional resources on completing your PN and PNW.
